Abstract: Early indications are that one, while a large proportion of households manage to transact through ABBA, this comes at higher transaction costs (in terms of repeated visits, longer queues, etc) and quantity fraud at more or less the same level as before the introduction of ABBA. Two, just over 10 percent of households fail to transact through ABBA and are mostly kicked out of the PDS as a result. The absolute numbers are large, and these happen to be the most vulnerable.
